Camp Efigenio C Navarro, Calapan City- The Regional Investigation and Detective Management Division (RIDMD) of Police Regional Office MIMAROPA headed by PSUPT EDGAR BALADIANG ROQUERO, Acting Chief conducted a two (2) day seminar for Desk Officers region wide from March 10-11, 2014 at the Regional Headquarters and on March 19-20, 2014 at Palawan Police Provincial Office.deskoffcrsemnr2014

The said seminar was initiated by the RIDMD due to the results of the pre-validation conducted by the personnel of   Research and Analysis Section of the said Office, wherein most of the defects noted were the incorrect entries of the incidents in the Police Blotter Book. Further, it aims to help refresh, enhance the skills and knowledge of all the personnel assigned as Desk Officers region wide on the proper recording of crime incidents in the Police Blotter Books, improve their knowledge and skills on how to properly fill-up the police blotter, how to accomplish the Incident Report Form (IRF), how to promote consistency in the recording of crime incidents following the uniform procedures in reporting and the faithful collection of crime data including cases reported in the barangay and other law enforcement agencies.

This is in line with the C, PNP’s PNP Strategic Focus termed as “CODE- P:2013 and Beyond,” towards the realization of the PNP P.A.T.R.O.L Plan 2030, by enhancing the knowledge, skills, and attitude (KSAs) of policemen through constant quality training and education to achieve the desired COMPETENCE levels.

The said seminar was attended by one hundred fifty-eight (158) Desk Officers with the rank of PO2 to SPO3 who went through the topics incorporated in the Program of Instruction (POI) as follows: Police Ethics in Investigation with Case Analysis, Building Communication Proficiency, Barangay Justice System, Laws Governing Index Crimes and Special Laws pertaining to Non-Index Crimes.

Camp Efigenio C Navarro, Calapan City- The post for PRO MIMAROPA’s Regional Director was formally relinquished by the Outgoing Regional Director, PCSUPT MELITO M MABILIN to the Incoming Acting Regional Director, PCSUPT DENNIS JURILLA PEÑA last March 17, 2014 at about 10:00 A.M., during the Turn-Over of Command Ceremony which was officiated by PDIR MARCELO POYAOAN GARBO JR., The Acting Chief Directorial Staff of the Philippine National Police as Guest of Honor and Speaker.turnoverofcommand

Per DPRM General Orders Number 404 , PCSUPT PEÑA was designated as Regional Director effective last March 12, 2014. The 9th Regional Director of PRO MIMAROPA belongs to the “MATIKAS” Class of Philippine Military Academy (PMA) 1983. He is married to Mrs. Jane D Pena and blessed with one (1) daughter and three (3) sons and a proud member of the Free and Accepted Masons of the Philippin es.

Prior to his assumption as Regional Director, he was the Deputy Regional Director for Operations of the National Capital Region where he was promoted and got his one star rank, PCSUPT PEÑA is not new to PRO MIMAROPA, he held various positions in this region from 2006-2012. He was the former Provincial Director of Palawan Police Provincial Office, Officer-In-Charge of Mindoro Oriental Police Provincial Office, Chief, Regional Logistics Research and Development   Division,ief, regional ge of Mindoro Oriental Police lawan Police Provincial Office .er Honor and Speaker.

During his Assumption Speech, PCSUPT PEÑA exhorted the men and women of PRO MIMAROPA to “Sama sama po nating tuparin ang mithiin ng ating mahal na Pangulo na tahakin ang matuwid na daan. Nais ko mabigyan ang publiko ng serbisyong matapat, mabilis at makatotohanan”.

PDIR GARBO encouraged the officer and men of PRO MIMAROPA to give the same amount of support and cooperation they have extended to PCSUPT MABILIN as Regional Director. Further, the Guest of Honor and Speaker expressed his sincerest gratitude to the outgoing Regional Director as he bid good luck for the incoming Regional Director to continue perform his sworn duty to the public now with a wider responsibility.

Meanwhile, PCSUPT MABILIN was designated as the new Acting Director of the Civil Security Group of the Philippine National Police.

The Turn-Over ceremony was witnesses by the families of the incoming and the outgoing Regional Director, former Ambassador to Indonesia Vidal E Querol, Oriental Mindoro Governor Alfonso Umali, Oriental Mindoro Vice Governor Humerlito Dolor, Palawan Governor Jose Chavez Alvarez, Local Chief Execuitves from different municipalities and cities of the region, Regional Directors from the different National Government agencies, members of the media, friends and personnel of PRO MIMAROPA.
